base is a substance that will react with acids and neutralize them. ... Essentially a base is a chemical which will react with an acid to form a salt and water only. An alkali is a water-soluble base. These are all Group I metal hydroxides, plus calcium hydroxide (which is just soluble in water) plus ammonium hydroxide.
